KARACHI: In another unprecedented case of alleged illegal promotions, especially favoritism, a doctor regularized in grade 17 got promoted to the next two higher grades subsequently i.e 18 and 19 in just a short five years period by passing all promotion and APT rules in the health department, it's learnt by this scribe.
Doctor Ghulam Murtaza son of Ghulam Mustafa Memon was initially hired as medical officer on contract basis on 15th September 2014 in a Benazir Youth Support program and later regularized in grade 17 in the health department Sindh at DG Health office Hyderabad in 2018, sources told.
On the 10th July 2020, Dr. Ghulam Murtaza got his first promotion of grade 18 in just after two years of his regularization of service. After another three years, he was further promoted to grade 19 on 13th September 2023 by violating all cannon of laws putting other officers in a fix, sources claimed.
This officer is now serving as an Assistant Director at the DG Health office Hyderabad. He got two promotions in a short time just 11 years and five months of service putting a question mark on the merit and transparency of the department while as per standing promotion rules a Medical Officer of 17 grade have basic essential service required on regular basis as 5 years old while the service for promotion from 18 grade to 19 grad promotion, the service tenure in 18 grade as 12 years is very necessary as per law then he matured for promotion in 19 grade on seniority cum fitness basis but no rule of law is followed and award him out of turn promotion in 19 grade without any law full authority.
Despite several complaints and subsequent inquiries, no action is taken against concerned officer at yet which has also deprived other officials of their seniority, sources further told. He should immediately be removed back to 18 grade while other appointee doctors both male and female under Benazir Youth Support Programme are still working in 18 grade why only he has been awarded 19 grade.Chief Secretary Sindh take a serious notice of this irregularity to save government exchequer and a financial loss immediately.
