PM&DC portals revolutionize efficiency and service delivery

Backlogs cleared, processing time cut to Just 3–4 Days

ISLAMABAD: The Pakistan Medical & Dental Council (PM&DC) has achieved a major digital transformation milestone under the prime minister’s vision by launching multiple online service portals that have dramatically enhanced efficiency, transparency, and accessibility across the medical and dental regulatory system.

Since May 2024, the council’s modernization initiative — including the Registration Portal, Postgraduate Qualification Portal, Experience & Faculty Portal, and MDCAT Portal — has reshaped PM&DC operations and service delivery nationwide.

According to official data, thousands of applications for registrations, postgraduate qualifications, and faculty verifications have been processed in record time, with the average turnaround now reduced to just three to four working days.

Applicants can track their cases in real time, eliminating delays, manual errors, and unnecessary visits. These portals have not only cleared long-standing backlogs but also ensured accountability and ease of access for professionals and students alike.

The MDCAT Portal has also streamlined entrance examination registration, allowing candidates to register online and make secure digital payments, saving time and reducing administrative errors.

Impressive Performance Figures

During the past year, PM&DC received 175,738 registration-related cases, out of which 173,373 were promptly completed.

Breakdown of completed services includes:

  1. Full Licenses: 32,469 of 33,040 issued
  2. Good Standing Certificates: 25,952 of 25,971 processed
  3. Foreign Basic Provisional Licenses: 5,232 of 5,974 completed
  4. Provisional Licenses: 31,539 of 31,757 issued
  5. Postgraduate Qualifications: 8,908 of 9,288 processed
  6. Renewals of Full Licenses: 61,574 of 61,717 completed
  7. Extensions in Provisional Licenses: 4,446 of 4,526 handled
  8. Experience Certificates: 1,134 of 1,234 issued
  9. Other data updates and duplicates: 2,119 of 2,231 resolved

The Teaching Experience Portal has handled 7,462 cases, of which 7,438 have already been processed, while the Faculty Registration Portal received 13,884 applications, completing 13,483.

In another major development, PM&DC has officially launched its Licensing System at the Lahore Regional Office (Shaikh Zayed Medical Complex) and in Karachi, marking a new era of convenience for practitioners in Punjab and Sindh, who previously had to travel to Islamabad.

These offices now provide full registration, license renewal, issuance of Good Standing Certificates, data updates, and duplicate issuance. On-site assistance is available for doctors using the online portals, while certificates are dispatched through TCS courier.

The regional digitization plan will expand in Phase III to Peshawar (KPK) and Phase IV to Balochistan, achieving a fully integrated national digital framework.

PM&DC President Prof. Dr. Rizwan Taj said the initiative reflects the council’s unwavering commitment to digital innovation and regulatory excellence.
“These figures demonstrate our broader vision of efficiency, accountability, and transparency. The few pending cases are mainly due to third-party verification delays, which must be legally completed before processing,” he emphasized.

He reaffirmed that PM&DC will continue strengthening its IT infrastructure to achieve minimal human interaction, faster turnaround times, and global best practices in medical and dental regulation.
