PM&DC announces institutional restructuring to enhance service delivery

ISLAMABAD: The Pakistan Medical and Dental Council (PM&DC) has embarked on a comprehensive institutional restructuring initiative aimed at strengthening governance, accountability, and operational efficiency through full digital transformation.

President Prof. Dr. Rizwan Taj said the reform marks “a new era of institutional excellence and transparency” within PM&DC. The Council has conducted a complete review and redesign of its organizational structure, introducing clearly defined job descriptions to ensure clarity of roles, responsibilities, and reporting lines—promoting accountability and eliminating administrative redundancy.

As part of the overhaul, PM&DC is filling key vacant positions to ensure financial discipline, legal compliance, and administrative efficiency, while inducting qualified professionals to strengthen digital governance and institutional capacity.

A new performance-based evaluation system has been launched, incorporating Annual Confidential Reports (ACRs), structured appraisals, and monetary reward mechanisms to recognize high-performing employees.

Recognizing that institutional excellence relies on human capital, PM&DC has initiated capacity-building programs for staff, including training sessions and workshops led by national and international experts.

Dr. Taj emphasized that PM&DC is moving toward a 100% digital environment through the implementation of an Enterprise Resource Planning (ERP) system that will automate all key functions—from registration and licensing to accreditation and human resource management—ensuring accuracy and faster service delivery.

A robust internal control system has been established to strengthen financial and administrative oversight, while a user-friendly digital interface will soon provide secure, convenient access to services for applicants, institutions, and practitioners.

PM&DC has also digitalized examination registration systems for MDCAT, NRE, and NEB, enabling seamless online registration, real-time tracking, and automated processing. In addition, Regional Facilitation Centers have been established in Lahore, Karachi, Peshawar, Quetta, and Gilgit-Baltistan to improve nationwide accessibility.

“The Council’s focus is on efficiency, accountability, and innovation,” Dr. Rizwan Taj reaffirmed. “Through digital transformation, strengthened governance, and continuous professional development, PM&DC is committed to serving the medical and dental community with integrity and professionalism.”

The restructuring will enhance operational efficiency through automation and transparency, improve staff motivation through fair evaluation systems, and reinforce institutional integrity positioning PM&DC as a globally credible and forward-looking regulator.
