Medical Officer Appointed as Secy. of Pak Nursing & Midwifery Council; Nurses Association Objects

KARACHI: The Ministry of National Health Services, Regulations and Coordination has assigned the additional charge of Secretary, Pakistan Nursing and Midwifery Council (PN&MC), to Dr. Gul Sanga, currently serving as Director (Medical/BS-19) at the ministry.

According to an official notification issued by the ministry on June 19, 2026, Dr. Gul Sanga has been given the additional charge of Secretary PN&MC for three months or until the appointment of a regular incumbent, whichever comes earlier.

The appointment comes after the removal of former PN&MC Secretary Muhammad Ali Zaidi from the post following allegations that approvals were issued to certain nursing colleges without the approval of the PN&MC Council. The matter had raised concerns among stakeholders regarding regulatory procedures and oversight within the council.

The ministry’s notification stated that the decision to assign an additional charge to Dr. Gul Sanga was issued with the approval of the Secretary, Ministry of National Health Services, Regulations and Coordination.

Meanwhile, the Young Nurses Association (YNA) Sindh has opposed the appointment, stating that a medical officer should not be placed at the head of a nursing regulatory institution.

In a statement, YNA Sindh said the decision undermines the autonomy and professional status of the nursing sector. The association maintained that qualified nursing professionals, including nursing leaders, PhD scholars and experienced experts, are available to manage the affairs of the council.

YNA Sindh demanded that the federal government review the decision and appoint an experienced nursing professional as Secretary PN&MC in line with international standards.

The association also announced that it would raise the matter at international professional forums, including the International Labour Organization (ILO), and said it would consider legal and democratic measures if its concerns were not addressed.
