Islamabad: In a major step toward enhancing the accessibility and affordability of medical and dental education in Pakistan, the Pakistan Medical and Dental Council (PM&DC) has announced a new tuition fee structure for MBBS and BDS programs. This move follows the recommendations of the Committee on Medical Education Reforms, constituted by the Prime Minister of Pakistan and chaired by the Deputy Prime Minister.
Exercising its authority under Section 20 (7) and (8) of the PM&DC Act, 2022, the Council has capped the tuition fee for MBBS and BDS programs at PKR 1.8 million for all sessions. An increase of 5% will be permitted for the Session 2025, with future adjustments linked to the Consumer Price Index (CPI) inflation rate from Session 2026 onwards.
Institutions that have already charged fees exceeding the capped amount are directed to either refund the excess to students or adjust it against the fees of subsequent sessions.
Private medical and dental colleges wishing to charge fees up to a maximum of PKR 2.5 million must now submit detailed financial justifications to the PM&DC for evaluation and approval. Specific criteria for evaluating such requests will be communicated shortly.
The PM&DC has stressed that strict compliance with the new fee structure is mandatory. Non-compliant institutions will face penalties as per existing regulations, reinforcing the Council’s commitment to accountability and transparency in educational financing.
Students, parents, and other stakeholders encountering non-compliance or overcharging are encouraged to report their concerns through the PM&DC Complaint Portal to ensure timely redressal.

The capping of tuition fees marks a historic stride toward promoting fairness, transparency, and equal access in medical and dental education across Pakistan, with all stakeholders contributing extensively to this significant reform.
