Complaint Filed Against Two PN&MC Members Over Alleged Fake Credentials and Fraudulent Nominations

ISLAMABAD: Muhammad Usman, a concerned citizen and health sector stakeholder, has filed a formal complaint with the Federal Minister for National Health Services Regulation and Coordination and the Director General of the Federal Investigation Agency (FIA), alleging grave irregularities, misrepresentation and submission of false information by two nominated members of the Pakistan Nursing and Midwifery Council (PN&MC).

According to the complaint, a nurse member nominated against the Gilgit-Baltistan quota allegedly obtained her council position by falsely presenting herself as Principal of a nursing college in Gilgit-Baltistan. The complaint states that verification shows she is currently serving as Principal of a nursing college in Islamabad and not in Gilgit-Baltistan, while the institution cited in Gilgit-Baltistan is reportedly not an approved teaching institution and has no record of her employment or academic engagement. The complainant maintains that this constitutes concealment of material facts and a clear violation of eligibility criteria under the PN&MC Ordinance, 2025, which requires genuine provincial representation and actual service within the concerned region.

The complaint further alleges that a midwife member nominated against the Balochistan quota also submitted false and misleading information by declaring herself as faculty of a nursing college in Quetta. Muhammad Usman has stated that the nominee is actually employed as a midwife at a public-sector hospital in Quetta and does not meet the prescribed qualifications or teaching experience required for council membership. The alleged faculty affiliation with a private nursing college, according to the complaint, was fabricated solely to fulfill nomination requirements.

The complaint describes the alleged acts as fraud, forgery, impersonation and abuse of regulatory processes, and seeks criminal and regulatory action against the nominated members as well as the institutions allegedly involved in issuing false employment or faculty credentials. It calls for cancellation of the nominations, verification of service and academic records, and initiation of formal inquiries through the FIA.

Muhammad Usman has urged the relevant authorities to ensure a transparent and time-bound investigation to protect the credibility of the Pakistan Nursing and Midwifery Council and uphold the rule of law. Copies of the complaint have also been forwarded to senior federal officials, parliamentary committees and concerned regulatory bodies for information and necessary action.
